These devices were to detirmine whether this was privileged mail or not, the bar & dot = Not privliged ...Dot only = priviledgd mail ...80 Broad Street was the New York office of The Norwegian Shipping and Trade Mission (Nortraship) that was established in London in April 1940 to administer the Norwegian merchant fleet outside German-controlled areas. It made a major contribution to the Allied war effort.
