(10 Aug) despatch & with returned cds Hanoi R.P. (28 Jan 1941). ............................................................................................... Germany invaded France in May 1940 & after the armistice of 22 June divided the country into an Occupied Zone & Unoccupied Zone administered by Vichy France. Germany placed severe restrictions on mail entering & leaving the occupied zone & this was returned 5 months later in Jan 1941.

LETTER & RETURN ENVELOPE.. 1999 (Apr 6) Plain envelope to Pristina, Serbia - Kosovo from Jean Sibley, Nottingham bearing Machin 1st Class & 5p with alongside No Euro / Keep Our Pound sticker all tied Leicester Mail Centre datestamp & with Royal Mail /Dublin letter explaining that Service is Supended to Serbia, Montenegro & Kosovo together with larger Royal Mail envelope for Return to Sender .....3 items ....... ................................................................................................ Kosovo problems can be traced back to 1987 & the rise of Slobodan Milosovec during the turmoil within Yugoslavia after the death of Tito, in 1980, who had held the whole region together after WW2. See : http://www.pbs.org/wgbh/pages/frontline/shows/kosovo/etc/cron.html Riots began in 1989 after Milosovec engineered alterations to the Serbian constitution that greatly affected the Kosovarians & by 1994 ethnic cleansing was being enacted that causes NATO airstrikes from 24 April against Bosnian Serbs & 1996 sees the rise of the Kosovo Liberation Army (KLA) who on 23 Feb 1998 get labelled Terrorists by the USA thus giving Milosevic (in his mind anyway) a green light resulting in greater aggression but by 7 May 1998 the USA backtrack & stated "We will not allow the Serbs to do in Kosovo what they can no longer do in Bosnia" resulting in economic sanctions & an arms embargo with many talks taking place, while Serbian attacks & KLA retaliation’s continue throughout the year while multi national peacekeeping forces are drafted in. Finally on 20 Jun 1999 Serbs complete a withdrawal from Kosovo & on 20 Sep 1999 KFOR confirms that KLA has also completed demilitarisation.

Derqui 8500 peso Meter canceller with red unframed Al Remitente & 3 line Delivery Impossible at Comadoro Rivadavia & on reverse 8 Sep 1982 arrival hand stamp ...................... The Falklands War commenced when Argentine forces invaded the islands on 2 Apr 1982 & ended with the Argentine surrender 74 days later on 14 June after the British had mobilised a Task force on the 5 Apr to evict them.

The 1st Balkan war commenced when Bulgaria, Serbia, Greece & Montenegro mobilized with the Montenegrins declaring war against Turkey on 8 Oct 1912 followed by the others on 18 Oct. Adrianopel was beseiged from January to march 1913 by Bulgarian & later assisted by Serbian forces with the city surrendering on 26 March. A peace treaty was signed in London on 30 May 1913 with Turkey being the losers.

Suprisingly this clearly did reach Petrograd so the real reason for returning remains a mystery for the time being

September 1943 was the month of the Italian Armistice following secret negotiations with the allies, it also marked the allied continued consolidation after the invasion of Sicily. Rome was still occupied by the Germans with Mussolini & the R.S.I active in Northern Italy. These events combined to affect the flow of mail but this item was later allowed to pass after deletion of the Service Suspended mark.
