Istria peninsula was occupied by Italy until she surrendered in September 1943 when German forces moved in, however by the end of 1944 Tito’s partisans were in control of most of Istria. When German forces in Italy capitulated on 29 April 1945 Tito quickly moved into Trieste (30 Apr) & Fiume (3 May) with Istria under Yugoslav Military Government tension & problems continued until January 1953 when Tito was elected President & spasmodically afterwards
