1939 (Sep 18 ) Plain envelope to Hillegersberg bearing GV1 definitive ½d & 2 x 1d tied Napier Visit Centennial Exhibition New Zealand advertising slogan & with plain buff provisional resealing label tied blue circular PASSED BY CENSOR N.Z. / 2 handstamp with on reverse flaps sealed with wax & with manuscript o 17/11/39 & B 22/11/39 being dates of arrival & reply …….The CCSG on date of publication do not list any Provisional label but note that printed Censor labels are known from Oct ’39…This is the first & only Provisional label that I have seen
