PPC of snow covered ground with Riga Cathedral in the background marked O.A.S. to British East Africa & transmitted via the War Office with double oval WAR / OFFICE cachet & London S.W.1 (15 Dec) cds addressed to Mombasa & re-directed to Kisumu on arrival with bold Mombasa /Brit. E. Africa (25 Jan 20) cds…A B.M.M. was sent to Latvia in July 1919 & established HQ at Riga, this was a small Mission tasked with helping out the White Russian Armies in the Baltic States under General Yudenich Commanding the North Western Army & did not have Postal facilities with mail being transmitted through Naval Channels or rarely directly by bag & the War Office
