After the Japanese surrender in Aug 1945 French & colonial troops start arriving in Saigon from late Sept.The Chinese had moved swiftly into the North as far south as the 16th Parallel. The French were having a tough time trying to restore their former Colonial rule and US President Truman on 26 July 1950 authorised $15 million in Military aid to the French with US military advisors accompaning US tanks, Planes, artilllery & other munitions in aid to the French bringing the total spend in aid to $3 billon by 1954.
