Sent during period of tension prior to commencement of United Nations Temporary Executive Authority (U.N.T.E.A.) that was the result of a dispute between the recent Independent Indonesia & the Netherlands where Indonesia claimed the territory while the Dutch claimed the residents were not Indonesian. In December 1961 Indonesia landed paratroops that ultimately led to the establishment of U.N.T.E.A. in October 1962 that lasted until 1 May 1963.
