After the Italian Armistice of 8 Sept 1943 POW & Civil Internees were allowed to send mail to Italy by Air on payment of Shs. 1/30. some correspondence is known sent by Air prior to this date but it did require Special Permission….Ref Henning East Africa WW2 page 82

My take on this is that it arrived to India damaged was resealed with plain white labels then tied by censorship handstamps to authenticate.
